Emilian is a graduate of the Faculty of International Trade of Academy of Economic Studies of Bucharest (1974), and of the Bucharest University School of Law (1984). In 1993, he was in training on foreign investment promotion with Scottish Enterprise and Irish Development Agency.

In 1992 –1993, Emilian was the President of the Romanian Development Agency.

He is a consultant to Buzescu Ca on economic, regulatory, and due diligence matters.
